Transforming Community Services (TCS) and the Electronic Staff Record (ESR)

The Transforming Community Services (TCS) programme is working closely with the Strategic Health Authorities to ensure PCTs separate commissioning of services from provision as smoothly and as effectively as possible. Many organisations will have now undertaken the Transfer of Undertakings (Protection of Employment) (TUPE) process to transfer employees to their new receiving organisations in line with the deadline of 1st April 2011.  However, for many organisations, there are significant numbers of employees involved and the process for managing these movements in ESR can be extremely time-consuming.  This paper gives an outline of the challenges faced as well as potential solutions. Update:User Notice has been issued to the Service stating that users are advised that unfortunately, due to competing pressures against the respective budget, the Department of Health (DH), after careful consideration, has had to decline the current request for additional funding. As a consequence of this decision, users are advised to begin to plan alternative methods of transferring the staff, via manual migration and Inter Authority Transfer capability, available within ESR. The NHS Central team and McKesson will be urgently reviewing the impact of this decision, and further guidance will be provided over the next two-weeks.
